Fall OBB Open Bay Bass Tournament
Boat Division
October 19, 2024
Boat Division 1st Place: $1,500 (with 50 boat field)
This is the 26th San Diego Anglers Spring Open Bay Bass Tournament. This is a Catch and Release tournament all fish will be measured and released where they are caught. This year we will also have two Divisions limited to (50) Boats and (25) Kayaks. Fishing for any of these 3 species Spotted Bay Bass, Barred Sand Bass and Calico Bass. With Side pots for the longest Bass and the Heaviest Halibut.
After tournament we will have a Big BBQ, Hamburgers and hotdogs Smoked Sausage, and Delicious Honey Baked Ham, BBQ beans and salad with some delicious desserts. After the food we will have a raffle with lots of great prizes. All held at the San Diego Outboard Boating Club at the Shelter Island launch ramp.
This is a CATCH and RELEASE tournament all Bass will be measured with a Hawg Trough or Ketch Board

RULES AND REGULATIONS
Please read all the rules and regulations carefully if you have any questions ask ASAP do not wait till day of tournament.
- Entry: All anglers must complete and sign:
- Tournament Entry Form
- The Liability/Release Waiver
- Provide Proof of Insurance (“Entry Documents”)
- Download the iAngler Tournament App, On your cell phone or device that you will use for submitting your fish Photos
Entries not completed by all team members will not be accepted. All completed Entry Documents must be received by San Diego Anglers (“SDA”) on or before October 15 , 2024. Entry fees must be received by SDA on or before October 15, 2024. Because the tournament will be strictly limited to One Hundred twenty-five anglers (125). Failure to comply with these deadlines will cause an entry to be rejected. Teams may withdraw from the tournament at any time. However, only PARTIAL REFUNDS of entry fees will be given after October 15, 2024. After October 15, 2024, if a team withdraws from the Tournament $150 of the entry fee plus any Jackpot money will be returned to the team. $50 will be retained by the OBB Tournament.
FURTHERMORE, THE UNDERSIGNED PARTIES HEREBY ACKNOWLEDGE THAT ANY PHOTOS TAKEN DURING THE TOURNAMENT MAY BE USED IN FUTURE PUBLICITY.
- TEAM CONTACT PERSON WILL BE TEAM ANGLER #1
- Starting Time: The official starting time of the Tournament is approximately 6:15 A.M. (safe light) on Saturday, October 19, 2024, at Shelter Island Launch Ramp. The official ending time of the Tournament is 2:00 P.M.(PST) on Saturday, October 19, 2024.
- Controlled Start: Boats may not leave staging area prior to release by Tournament officials. There will be a Horn to start tournament,
- Boat / Kayak Check In: Checks will begin at approximately 5:00 A.M. At that time, tournament identifiers (streamers, wristbands, etc.) will be provided to each team. Boats / Kayaks may not launch until cleared by tournament personnel. Trailered boats may line up in advance of Check In by forming a single-file line in the lot. Public access to the boat ramp MAY NOT BE IMPEDED.
Slip boats must check in with Tournament officials at the boat launch. ( Boats that are too large for the Launch Ramp Area Please contact Tournament Director By October 15th to arrange Check in location better suited for your vessel.) - Boundaries: The fishing areas shall be limited to those waters of San Diego Bay. Outer boundary is a line drawn between buoys #9 and # 10 and extending to Zuniga Jetty on the east and Point Loma on the west and inside San Diego Bay. EXCEPTIONS: No fishing within restricted Naval areas or 100 ft. of bait barges.
- Team Competition: A team consists of no more than 2 anglers per boat. One angler may enter as a team but must pay the full team entry fee. No spectators or crew may be aboard a team boat. The team must have at least one person over 18 years old.
- Bait: Live Bait (sardine, anchovies) can be purchased after the start of the tournament from the bait barge. Small quantities of cut or frozen bait will be allowed on the boat (1 pound of cut or frozen bait per boat). Live ghost shrimp will be allowed (No more than 50 per boat). Please read Rule 9 below.
- State Regs: California Department of Fish & Wildlife regulations apply, EXCEPTION: No chumming allowed. U.S. Coast Guard Regulations apply. Anglers are responsible for knowing USCG & CDF&W regulations.
- Chumming: No chumming allowed. Chumming is defined as placing any material in the water, other than on a hook, while angling, for the purpose of attracting fish to a particular area in order for fish to be taken.
- Species: Calico Bass, Sand Bass & Spotted Bay Bass, minimum of 12”. (Yes 12”) since this is a catch and release tournament Bass starting at 12” or larger will be counted. Remember to be gentle with all fish and try to minimize the amount of handling and time out of water Catch, Measure, Release.
Halibut must be at least 22 inches. (Optional halibut jackpot) Halibut will be weighed in at the OBC and must be done so prior to end of tournament. 2 PM
- There is no anchoring on fishing spots, this includes electronic anchoring i.e., Spot Lock.
- Measured fish total inches. Prizes are based on the TOTAL inches caught by your teams top 5 bass (any combination) of species Spotted Bay Bass, Barred Sand Bass or Calico Bass. All fish must be measured properly with one of these 3 Tournament approved Trough Style Measure boards. Hawg Boards, Ketch Boards or the Hobie Ketch board from Fast lane Sailing Center. All bass must be uploaded to the iAngler App by 2pm. Halibut Weigh Station will be at the OBC at the Shelter Island Launch Ramp area. Halibut Weigh-In starts at 1:30 P.M. Anglers weighing in a Halibut must be in line no later than 2:00 PM. NO EXCEPTIONS.
Once HALIBUT are weighed, they must remain in possession of the OBB Tournament until the end of the weigh-in unless released by Tournament officials. No fish will be given back prior to the final weigh-in. In the case of a tie, the first Halibut weighed is the winner.
Any Halibut weighed shall be subject to identification markings and any other inspections the tournament officials deem necessary, including organ removal. Fish under legal size will not be accepted at weigh-in. Illegal fish must be removed from Tournament area immediately.
- Disqualification: The officials may disqualify any team for unsportsmanlike conduct, crossing Tournament boundaries, violations of the rules and regulations, or for any other reason deemed necessary. The decision of the officials is final.
- Cancellation: The Tournament will be held on the date specified regardless of rain. In case of fog, the start time may be delayed until visibility is safe. In the event of strong wind, (small craft advisory, gale, storm warning) or military closure of the Bay, the Tournament fishing will be rescheduled on: “To Be Determined”. If we have to cancel again for this date, the tournament will be cancelled and 90% of the entry plus all jackpot money will be returned.
- Prizes: It is the prize winner's responsibility to claim awards in a timely manner. The San Diego Anglers will not be responsible for the availability, delivery, or utilization of prizes once they have been awarded. Any prize not claimed and picked up within 30 days of the Tournament shall become the property of the San Diego Anglers. All prize winners are responsible for all applicable taxes.
- Protests: Any protest must be submitted to an OBB Tournament official by 3pm on the day of the tournament. Or by start of presentation of Awards. Which come first.
THE TEAM HAS READ, UNDERSTANDS, AND AGREES TO THE RULES AND WILL ABIDE BY THEM.
PHOTO REQUIREMENTS and PENALTIES
- The fish must be measured on a Hawg Trough, Ketch Board available on Amazon or Hobie board available at Fast lane sailing center
- The fish must be facing to the LEFT with spines away from you
- Mouth must be 100% closed against bump plate. All lures must be removed from the fish. Must be able to see the whole top 1/3 of the fish without obstructions from lips to tail – PENALTY 1 inch.
- No stickers on the bump plate of the measuring device.
- Tail must be flared. The tail must be wider then the base of the tail fin. If it’s narrower, it is considered a pinched tail – PENALTY 1 inch
- No fingers in gills
- Submit 2 photos per fish and include the size you think it is. No photo dumping (see below)
- Team number written on your hand or wrist band showing in the picture
EACH CATCH SUBMISSION PHOTO MUST INCLUDE: The full fish (If you need to hold the fish on the trough don’t obstruct the whole fish with your hand), or any relevant parts of the Trough (from the bump plate to one measurement mark past the end of the fish tail.), the unique team ID number, and part of your boat or kayak. 2nd Photo close up of tail section of fish Photos missing any of these will be DISQUALIFIED.

INSURANCE REQUIREMENTS
Unfortunately, the tournament has reached a point where insurance carriers have requested that we get proof of insurance from all the boat owners. Please fill out the form below and include it with the tournament application. The policy must have coverage for the tournament date of October 19, 2024. We regret the inconvenience and hope it does not deter you from participating.
Hint: For some with smaller boats (Example; 16ft and under with a 25 hp outboard or smaller) their homeowners’ insurance might cover the liability insurance for their boat. Every homeowner’s policy is different on boat sizes and coverage limits so call your agent and ask the specifics.
INSURANCE INFORMATION
THE TOURNAMENT TEAM HEREBY STATES THAT THE BOAT OWNER(s) CARRY THE NECESSARY BOAT LIABILITY INSURANCE IN ORDER TO PARTICIPATE IN A SAN DIEGO ANGLERS, INC. FISHING TOURNAMENT AND/OR CLUB-SPONSORED EVENT DURING THE PERIOD OF COVERAGE NOTED BELOW.
FAILURE TO MAINTAIN THE NECESSARY BOAT LIABILITY INSURANCE WILL PROHIBIT MY PARTICIPATION AND/OR OPERATION OF THE BOAT AS WELL AS ANY PERSON AUTHORIZED TO OPERATE THE BOAT ON MY BEHALF, IN A SAN DIEGO ANGLERS, INC.
TOURNAMENT OR CLUB-SPONSORED EVENT.I ALSO UNDERSTAND THAT SAN DIEGO ANGLERS, INC. DOES NOT PROVIDE ANY TYPE OF INSURANCE COVERAGE FOR MY TEAM, THE BOAT, OR INDIVIDUALS ON THE BOAT WHILE PARTICIPATING IN A SAN DIEGO ANGLERS TOURNAMENT OR CLUB-SPONSORED EVENT.

RELEASE OF LIABILITY FORM - ANGLER # 1
I UNDERSTAND I CANNOT PARTICIPATE IN THE TOURNAMENT IF ALL INFORMATION IS NOT FILLED OUT CORRECTLY ON THE RELEASE OF LIABILITY FORM.
SINCE ALL BOATING AND BOAT LAUNCHING CAN BE DANGEROUS, ESPECIALLY WHEN CONDUCTED ON BAY OR OCEAN WATERS, WE REQUIRE THAT ALL TOURNAMENT PARTICIPANTS ACKNOWLEDGE AND ASSUME CERTAIN RISKS AND RESPONSIBILITIES BY SIGNING THIS:
GENERAL RELEASE & INDEMNITY AGREEMENT
Ocean or bay boating, boat launching and fishing are dangerous. Parties engaging in such activities should recognize the possibility of harm, injury and even death. Unfortunately, boating accidents are all too common. Boats collide with one another and with stationary objects such as submerged rocks, pilings, buoys, and other obstructions.
San Diego Bay has submerged obstructions, which are not visible. Even those of you who are familiar with the bay may find, because of tidal action, currents, and other factors, new or unknown obstructions have become hazardous since your last visit to the bay. In addition, there are other hazards to which you subject yourself by participating in this event, including but not limited to, private and commercial boat traffic and the possibility that other participants in the tournament may not act with appropriate care and may cause you property damage and/or bodily harm. For your protection, we have also prohibited the possession or use of alcohol or drugs in any form, but we cannot guarantee that all contestants will abide by the rules of the tournament in that respect.
I, agreeing by signing below, on behalf of myself, my personal representatives, assigns, heirs and next of kin, in consideration of permission granted by the San Diego Anglers, a California non-profit corporation, participate in this tournament, which includes boating, boat launching and fishing:
- AGREE to release, discharge, hold harmless, defend and indemnify, the San Diego Anglers, its officers, directors, employees, agents, consultants, and/or members, hereinafter referred to as “RELEASEES” from any and all claims, actions, or losses, for bodily injury, property damage, wrongful death, loss of services, or otherwise, WHETHER CAUSED BY NEGLIGENCE OF RELEASEES OR OTHERWISE which may arise out of my participation in this tournament, while I am in route to the tournament, fishing or boating
during the tournament, participating in activities after the tournament , and / or returning to an end destination following the tournament’s conclusion. I further covenant and agree not to sue or make any claim against RELEASEES and hereby specifically waive the right to pursue any claim or action against RELEASEES which is related in any way to my participation in the tournament.- WARRANT the following statements are true and correct and understand the RELEASEES have relied on them in entering into this Release and Indemnity Agreement and in giving me permission to participate in the tournament:
- No oral representations, statements or inducements have been made apart from the written language contained in this agreement
- I am fully aware of the risks and hazards inherent in attending and participating in this tournament and the boating, boat launching and fishing to take place in conjunction therewith. I hereby elect voluntarily to attend said tournament and participate, knowing that such participation may become hazardous. I voluntarily assume the full risk and responsibility for any and all loss, damage, injury or death that may be sustained by me, or caused by me to others, while attending such tournament, preparing to attend such tournament, and/or departing from such tournament.
- The boat in which I will be fishing meets all U.S. Coast Guard regulations.
- I agree by signing below, HAVE READ AND UNDERSTAND THIS RELEASE AND INDEMNITY AGREEMENT. I AM SIGNING IT VOLUNTARILY, AND I UNDERSTAND THAT BY SIGNING IT I AM ASSUMING SPECIFIC RESPONSIBILITIES AND AM GIVING UP SUBSTANTIAL LEGAL RIGHTS.
